About the Commission on Human Rights and Opportunities Decisions and Rulings

The Connecticut Commission on Human Rights and Opportunities (CHRO) seeks to eliminate discrimination through civil and human rights law enforcement and create equal opportunity, as well as equal justice, for all persons in the state by advocacy and education. The Commission on enforces human rights laws related to discrimination in employment, housing, public accommodations, and credit transactions.  It issues several kinds of decisions and rulings based upon its enforcement of anti-discrimination laws.

Statutory Authority: Connecticut General Statutes, Chapter 814c

The Commission's responsibilities include:

  • Enforcing human rights laws outlawing illegal discrimination in employment, housing, public accommodations and credit transactions.
  • Monitoring compliance with state contract compliance laws and laws requiring affirmative action in state agency personnel practices.
  • Establishing equal opportunities and equal justice for all persons in Connecticut through education and outreach efforts.
